Foreigners permanently residing in the country will need to provide a passport of their native state, SNILS (if any), a residence permit, and foreign citizens temporarily residing in the Russian Federation - a passport with a stamp of temporary residence permit and SNILS (if any).

For stateless persons permanently living in the Russian Federation, in order to apply for a compulsory medical insurance policy, it is necessary to bring to the office of the insurance company an identity card of a stateless person, a residence permit and SNILS (if any). For stateless persons temporarily residing in the Russian Federation, the required documents will be: an identity card with a mark of permission for temporary stay in the country or a document of the established form, which is issued in the Russian Federation to stateless persons who do not have an identity document, as well as if available, SNILS.

If you cannot get an OCM policy on your own, you can transfer your documents with a representative.If it is your parent, trustee or guardian, then in addition to your documents for applying for a policy, he will only need to provide his passport or other identity document.
